What happens if i have a car from vienna and leave permanently ? Do i have to deregister myself and what happens to the car's paper work ?

Do you mean remain within Austria and just move to a different city? You change your registration at the Magistrat for where you are living and then you get in touch with your insurance company to get new plates for the car to match the new location.
